Funny story: Years ago, I went to the Foster City location for happy hour. It was about 4pm, and we sat at one of the tables kind of above the bar's dance floor, about 10 feet from the bar.
Biz was pretty slow, and a small group of employees stood at the end of the bar about 8 feet from me, laughing and talking. After about 10 minutes of being ignored, I leaned over the railing and said, "Excuse me, we'd like to order something."
One of the waitresses said, "That section's closed!"

Not surprised. I could talk to 100 people and 99 would say they never ate there. Why are people shocked at this type of thing? Because it's a chain? There are a gazillion places to eat in 5 sq miles, it happens.

I ate there many times, more so in the past when I worked in EDH, now that I work in Placerville, Folsom is a long drive for lunch. But I also ate there about once a year for dinner.
I hope Tahoe Joe's doesn't go down and picks up the crowd from Black Angus so as to stay in business.

In the replies so far, I don't think anyone is saying they're shocked. I just took it as someone posting about another business in Folsom that is closing.

What worries me is that now these shopping centers are going to have these empty buildings. How long has it taken for anything to replace Ralph's? And now we have to fill the spaces left by Black Angus and Linens n Things in the same parking lot? I just hope that it doesn't further hurt the center.
Also, I was on my way to Arden Fair last weekend, and noticed that both Macaroni Grill and Tahoe Joe's had closed their door. Times are tough even for chains.
