This 21 year old must have a real problem! If he didn't have one before, he has now.

Ya know, in some countries they execute dangerous, repeat, out-of-control animals like this.

wow, you sound like chip. 
for losers that have no intention of becoming productive members of society, I tend to lose my sympathy card, if it means I sould like chip, so be it.

We didn't hear the collision, but we heard the guy speed away (the dog went CRAZY). Our roommate just barely missed being the one who was hit... he came driving through about a minute after it happened.
I'm so glad they caught him and I hope the lady recovers from her injuries. He was speeding out of here like a bat out of hell, so there's no telling how fast he was going when he hit her.

here is an example where our middle eastern brothers are right...this case calls for stoning, and since we don't have a public square we could do it at the new skating rink.

Do it next to the rink, the stones will chip the ice. Plus, then you could skate and stone him at the same time! Get that extra momentum going...

I think maybe the eye for an eye approach would be best. Stand him up on a street and let his victims drive cars into him and then not stop. Of course, we wouldn't his victims to have to risk damage to their cars, let them drive his own car or truck to run him over with. That way he'll know how it feels to be hit by his car.
