The most common ones I see are by someone who writes what looks like 'CO' in a kind of balloon font, and another who writes 'CI' in the same style or with more of a Roman style.
CO has been using primarily black or red spray paint, while CI prefers Gold.
I started noticing it a week or so before Christmas, first at Willow Creek and Flower, next at Flower and Talisman. There is lots of grafitti on fences along the trail that runs behind Fargo out past Rebecca toward BT Collins Park.
Some kids have made a kind of motocross track out there, and since the grafitti is close to it, I expect it might be connected.
They also hit the barrier at the trail entrance at Hancock and Rebecca.
I hate jogging or riding through the beautiful trails only to find scribbles, foul language and morons' initials sprayed on the trail and fencing. It truly ruins the experience.
I hate it.

Zero Tolerance for Graffiti
As Folsom’s population grows there is an increase in property crimes including graffiti. Primary targets range from stop signs to bike trail under-crossings, bridges and sound walls. Graffiti is generally a misdemeanor crime, although it may be a felony if damage exceeds $400. Folsom has a Zero Tolerance policy for graffiti vandalism and will prosecute to the full extent of the law including jail, fines, community service, suspension or delayed issuance of a driver’s license.
In Folsom, graffiti is most often the work of 15 to 20 year old individuals. By law, minors may not purchase aerosol paint containers or etching cream nor possess these materials for the purpose of defacing property in public places. The City may collect the expenses of removing graffiti from the vandal or, in the case of a minor, from the parents.
Citizens should call the Police Department (355-7230) if they see vandals in the act of applying graffiti. Residents should call the Graffiti Hotline (355-7229) to report graffiti after the fact. A Code Enforcement Officer will respond to all citizen complaints.

first offense, 3 months in prison chain gang, second offense 1 year in jail, 3rd offense off goes a hand (I don't think there will be a 4th offense)

I don't think I've ever read or seen the news where a tagger is caught in the act. I guess at least we can all rest knowing there will be no illegal parking going on around the city though.

With all the other stuff going on, I don't think it would be deemed newsworthy.
The exceptions I can recall were when there was a particularly prolific grafitti 'artist' caught in the Bay Area, and once when a guy who was supposed to be reformed, and was on the city payroll in SF, counseling kids on the dangers of doing it and the blight it causes, got caught red-handed.

In many ways, gangs and taggers display the lower basic instincts of human beings.
Tribal like rituals, such as initiations and body markings fall into the same category.
And they say man has evolved?
But who knows the real truth about the well? Who wishes to unleash the hideous forces it contains? What terrible consequences will follow the search for a legendary treasure hidden at the bottom?

Well Americans like their rituals too...Ear piercing, nose and belly buttons and men getting double earrings come to mind.
Tattooing is more popular than anything.
Dreadlocks on all kinds of people.
Make-up.
So, we aren't immune to it and it comes from every income level....
In this case I don't think it's instinctual what these kids are doing...They are bored and bratty, that's it...Just like when I wrote in my science book in 5th grade, "Turn to page 12, turn to page 50, turn to page 100 and at the last command, a bad word written in ink...."
Now, gangs is a whole social phenomenon which individuals seek out to gain a sense of family even if it means committing acts of crimes against others to have a sense of belonging...There are many social factors that lead to gang involvement...All people create their own "gang" to some extent or another, whether it's joining the Elks lodge or the country club, people like to separate themselves into other groups....Gangs are just the worst of the bunch....They seek to hurt others by exclusion and intimidation and because they are poor they have made-up territories (there are no lodges for them) so they can feel a sense of importance and belonging; something they don't have in their real life...Kind of reminds me of all of those weird roll playing games men tend to play on the computer..Maybe they are a Commander of the OneEyedMonsters in their online life, but in reality their job title is the lowest level of tech support ...LOL! Women are no different...I'm thinking the Red Hat Ladies.....

I did some sleuthing and provided Folsom PD with some information including the culprits name (he lives in Sac). Hopefully they catch the bastard!
I have always found the graffiti hotline to be responsive on cleaning up.

1. First Offense----cut off the index finger that controls the spray button.
2. Second Offense----cut off the hand that holds the spray can.
3. There would not be a Third Offense!
