Very nice review, welcome to the forum.
I've been to Mooney's a few times, they make some pretty good food and their prices are excellent for the quality you're getting. My only issue is the service is low, but for good food, it is sometimes worth the wait. I've heard they have a very good happy hour too.

I have only been a few times, but I have greatly enjoyed the food. But the service was spotty, as there has only been 1 person in charge of the whole floor and bar, each time I've gone.

Both of us were stuck on deciding between the same two burgers so we decided to split them both. We asked the waiter, with the personality of a bar stool, to cut each burger in half and give us each half of both burgers. He claimed he understood. After waiting for about 30 minutes, we asked him to at least give us the fries while they are killing the cows. He said that would be fine and it only took him 15 minutes to come back with them. They were on one plate for the two of us (I figured we'd each get our own).
Some time after we finished our fries, the burgers came. Of course they were not cut so we did so ourselves.
On the bright side, the burgers were indeed some of the best I have had in Folsom. The meat was very tasty and there were plenty of jalapenos and mushrooms on the two burgers we ordered.
In spite of the quality of food, due to the lack of service, I would definitely not recommend this place and I will not likely return.

We walked in, apparently passed right by one of the owners who did say "hi" but took no action to welcome us, ask if we new there, etc. We took a seat at one of the bar tables and she finally meandered over two minutes later. We placed our orders (two glasses of wine and one margarita) and an order of regular chips and one blue chips.
The drinks came relatively quick; the chips not so much (maybe 20 minutes -- I understand they're homemade but it doesn't take 20 minutes to slice and fry potatoes). When they finally came, it was an order of spicy chips and one blue cheese. When asked, the waitress/owner looked and said "yeah, those are spicy..." without any acknowledgement that they were incorrect.
To make matters worse, the second waitress/owner came by, pointed at my wine glass and asked "what are you having?" I told her and she proceeded to take my glass and set it on the bar where it sat for 15 minutes until I finally got up and asked if I could have it back. She refilled it and I went back to my seat. Funny thing is, she never asked if I wanted another glass, yet it appeared on the bill.
When the check finally comes a credit card is inserted and placed on the end of the table. After 5 more minutes, we stand up the folder. After 5 more minutes, I grabbed it and start waving it to get some attention. Meanwhile, both waitresses are milling about, refilling condiments, etc. We weren't at a table in some far-off corner; we were in plain sight. Finally, I got up and handed her the check in complete frustration having now had the check for about 15 minutes.
My bottom line is that regardless how good the food might be, without some professional wait staff, I'll never be going back. Being a good waiter takes skill and I saw no evidence of that on Friday I'm sorry to say.

On the 'restaurant watch list' thread, someone was lamenting the fact that when a restaurant closes, it means more people losing their jobs.
I'd argue that quite often, it's because these people aren't doing their jobs which causes the lack of business which causes the closing of the place.
I haven't been in there, but called one night a couple of months ago when I saw a sign outside advertising 'live jazz' on Tuesdays. I love jazz and so does my wife and some of my friends. We would love to have a local place to come and listen.
I called to get more information, such as start and stop times, full band or a single player, if dinner would still be served, cover charge, etc. In other words, I wanted to be a customer and spend my money there and wanted to know what to expect.
The guy who answered the was very abrupt with me, seemed like he didn't want to answer any questions, and was rude.
So, I haven't been there, but it sounds like I am not missing much.
In contrast, I went to the Karma Cafe the other night. The owner was very nice and friendly, told me the food was great, and he had live jazz there. We hung out for an hour and had a great experience.
I wonder if the owners of Mooney's read myfolsom. I wonder if they'd care. I wonder if they'll be on the list soon.
People need to realize it's not about the food. We can eat food at home. It's all about the experience.

It's really unfortunate because the service at Bailies used to be so phenomenal. Anyone remember Aaron the bartender? It was a sad day for Folsom when he got a real job.

Um yeah, that wasn't the "meat" of their post but rather the quality of service.

It must have been Denise who served us. (Since it appears the place is named after her dog.) She's a kick in the pants! She was very personable and served us well. She knew from the beginning that we had coupons and that didn't lessen her service or personality one bit. In fact, she extended a discount to one person in our party where she didn't have to do so.
We'll be back.
