With Sonic going in by Home Depot, it makes little sense to be there.
Athough I guess Palladio has a lot of space, are they going to be ready by Spring 2010? Maybe immediately next to the theatre like the new burger place going in EDH?
Alternatively, my only other guess would be down by the outlets. Perhaps the Applebees site?

On a related note, I tried The Habit burger joint off of Sierra College months ago and it was good but nothing exciting. Anyone try it or The Counter in the Fountains center by the Galleria?

I think Palladio's is a good guess. Reviewing their website, it seems like it's more a fancy fast food joint than a sit down restaurant get served food type. so I would be surprised if it moved into a vacant applebee's or blank angus type location. It seems more like an In'n'Out than a Red Robin or Island's type of burger joint.

I like The Habit, but don't love it. About a step or two better than fast food. As for The Counter - I LOVE it! I love that you can customize your burger. Plus it's healthier meat.

A chinese joint, a bar, and a mcdonalds. (oh, there might be one other next to the chnese, but I'm not sure--I thought that was the cal fit.

There is a mexican place at the Vic's shopping center,
there is also a sushi place and another mexican down by the McDonalds of Folsom-Auburn.
Yes, the Thai place closed up shop.
Google maps does indicate that you do live in a low restaurant density area. It's either the few you got, or drive to Granite Bay, Orangevale, or cross the river, but you aren't that far from all the stuff on Sutter Street. In fact you are about 1/2 mile closer to sutter street than I am.

Well, the whole point of the light there is to prevent accidents. If people pay attention to the red & green lights, then there shouldn't be any accidents, just like any other light controlled intersection. Now if there were no traffic lights by In'n'Out, I'm sure we would have hasd an accident by now from someone that couldn't determine how quickly someone was coming down the hill and they pulled in front of them.
