Garbage Cans And Fire Hydrant Clearance

anyone know what the clearance is on a fire hydrant? Can I put my garbage can out within a certain amount of feet of it? I looked on the city website but couldn't find anything. We have one in our front yard so space is limited.

I'm pretty sure you are okay. I mean, it's not like a parked car. A garbage can can be moved.

Folsom Municipal Code Section 9.04.020 is as follows:

9.04.020 Fire equipment damage prohibited.

No person shall wilfully and maliciously, injure or damage any fire engine, hose, or apparatus of any kind, or obstruct or impede in any manner the free movement of equipment or apparatus at any time, or obstruct or impede in any manner free access to any fire hydrant , fire house or apparatus in the city. (Ord. 289 § 1, 1972: prior code § 5073)

Common sense would say that a garbage can could be moved by a responding firefighter, as opposed to a vehicle which would require the owner's keys, etc.

Well, the vehicle code says:
QUOTE
Fire Hydrants
22514. No person shall stop, park, or leave standing any vehicle within 15 feet of a fire hydrant except as follows:

(a) If the vehicle is attended by a licensed driver who is seated in the front seat and who can immediately move such vehicle in case of necessity.

(b) If the local authority adopts an ordinance or resolution reducing that distance. If the distance is less than 10 feet total length when measured along the curb or edge of the street, the distance shall be indicated by signs or markings.

© If the vehicle is owned or operated by a fire department and is clearly marked as a fire department vehicle.

Amended Ch. 488, Stats. 1987. Effective January 1, 1988.

Which of course doesn't apply to garbage cans. I tried finding any landscaping requirements with regards to Fire Hydrants and was unsuccessful. You could always call the fire deptartment during regular business hours on the non-emergency lines and ask.
But I would tend to think if you keep your can at least 3 feet away (like the spacing between cans) then at least the garbage department can't complain or cite you about the hydrant when dumping your trash.

That's what I was thinking. Plus, it's not like a garbage can has windows they can wing the fire hose nozzle through and break like on some knucklehead's car in front of a hydrant.

Its a friggin trash can. Almost like if your kid parks his bike in front of the hydrant. They'll move it. Sheeesh.

There are city codes for a reason. Yeah a firefighter could move it, but if the code says "don't"...then you don't!

When I was living in carmichael I got warning posted on my can-by the garbage co.

The distance rule applies to any object left next to a fire hydrant. I think it is for distance needed to maneuver a fire truck or something.

Also-there was an ordnance about parking a can so close to an object that the garge truck could not maneuver safelt without causing damage....

I have actually see them not pick up because the can was too clsoe to a parked vehicle.

Go figure.

Okay, I looked at the Folsom Muni Code again in the section regarding garbage pickup and found this. I think the answer is your garbage can must be 3 feet from the hydrant.

8.32.100Residential container location and holiday requirements.

A.Residences Having Street Frontage Only. Residential containers for solid waste, recycling and yard waste shall be placed for collection at the street curb or edge of road right-of-way by 6:00 a.m. on scheduled collection day, holidays included, and be removed from the street and screened from public view by 6:00 a.m. of the following day. The wheels of the containers will be placed in the gutter with the handle facing the residence. Containers will be at least three feet from any obstruction such as automobiles, trailers, motor homes, fences, lampposts, portable basketball hoops, mailboxes, or other automated containers. Containers are not to block pedestrian access.
B.Residences with Alleyway Access. Residential containers for solid waste, recycling and yard waste shall be placed for collection adjacent to the alley property line, with direct access from the alleyway by 6:00 a.m. on scheduled collection day, holidays included. The base of the container will be placed on a stable, level surface with the handle facing the residence. Containers will be at least three feet from any obstructions such as automobiles, trailers, motor homes, fences, portable basketball hoops, lampposts, mailboxes, or other automated containers.


C.Residences with Private Driveways. All solid waste, recycling and yard waste must be placed at the nearest road right-of-way by 6:00 a.m. on scheduled collection days, holidays included, and removed from the right-of-way and screened from public view by 6:00 a.m. of the following day. The container must be placed on a level surface with the handle facing the shoulder of the road. Containers will be at least three feet from any obstructions such as automobiles, trailers, motor homes, fences, portable basketball hoops, lampposts, mailboxes, or other automated containers.

Per a phone call to Folsom Fire Department, you cannot place a garbage can in front of a fire hydrant. It is in code violation and you can be cited. It appears the 3 feet, from a structure, rule applies
