Hello everyone,
My name is Lindsey Woodward and I am a candidate for the Folsom City Council. There are seven people that qualified: (From the Folsom website):

- Jaya Badiga, Attorney
- Kerri Howell, Incumbent
- Michael Kozlowski, Architect
- Steve Miklos, Incumbent
- Andy Morin, Incumbent
- Alex Munoz, Businessman/Father
- And myself, Lindsey Woodward, Father

A lot to choose from, I just wanted to make myself available on myfolsom.com in order to get the opinions and be able to answer questions you may have, which I am sure that you do. I look forward getting to know you and what you think about everything going on in Folsom.

A couple of the issues and my quick thoughts:

Development South of 50:
I believe this needs to be postponed and that our energy spent on the continued and current deveopment in Folsom, there are a lot of empty buildings and stores that, in my opinion, need to be filled before we look into further expansion.

Increase in City of Folsom service (water, sewer, trash) bill:
I do not support the recent increase and a future increase in charges. I do not believe that I myself nor the people of Folsom should be have their rates increased, when we are receiving the same quality services.

Bike trail and development:
I think it is a great thing and love the bike trails in Folsom. I think continued development and a focus on safety is very important. As a runner, the trail provides a safe place to run rather than on the sidewalks; however it can be confusing sometimes as to where one trail ends and the other begins.

Walmart application for expansion:
I believe Walmart should be able to make improvements to their current location and their wishes to become a 24 hour location; however, I am against Walmarts expansion into a grociery store. I beleive this could have a negative impact on the local stores and the current grociery stores currently in operation, taking away business and possibly jobs.

City Budget:
This is a very important issue, I believe we must look at this and see where the money is going and make sure that it is justified. I have seen the current budget from online, http://www.folsom.ca...bID=12958#page= (FY 2010 - 2011 preliminary); however, I have a lot more research to do in this area.

A little about me:
I know there are a lot more issues and detail than what I have presented here. I look forward to hearing your opinions and am excited for this electioin year, as it is my first time running for any elected position. I am running for city council to become more involved with the community, wish to represent the people of Folsom and listen to their opinions and what matters to them and because I believe we need some change in council as all incumbents are currenly running for reelection. I think we get to vote for 3 so who do you plan on voting for besides yourself?
i.e. which council members beside yourself would you vote for?

I plan to vote only for myself, as a voter you can vote for up to 3; however, you can also vote for just one candidate, and I plan on doing that as to not give anyone else any extra votes.

well it looks like we have a bunch of candidates as usual to dilute the vote and insure victory for miklos and morin
the way votes are counted is really a racket cause you don't have a candidate representing a certain area. it seems like this guy kozlowski is sort of serious about running and bediga, monoz, and woodward are just names to dilute the vote. bad thing about this game is feisty Kerry is the most vunerable

I have never heard about any of the others so my guess is they have no idea about how the old city runs

it would be nice if candidates took off their gloves and attacked folks like morin and miklos. the way it usually plays out is every candidate says they are nice, all the others are nice but vote for me because I am nicer.

the campaign comes down to name recognition based on who can afford the most yard signs.

the best thing might be that kerri gets relected, the new guy kozlowski gets in and they get this guy sheldon off the fence and they elect kerri mayor.

having her mayor would p... off starsky and miklos to the point where their egos couldn't stand being bossed around by kerri...and then folsom would live happily ever after

You bring up some very good points old soldier!

Maybe a good strategy this year that would be to ONLY vote for one candidate instead of three
- that may help reduce the dilution a bit hopefully.

It doesn't do any good to vote for the guy/gal you want, then 2 others, because it gives those 2 others an advantage on the person you really want to get in there. The vote should only be for one candidate and then the end results can determine who all received the most votes to fill the available positions.

There needs to be a cap on those signs - including sizes and locations and where ever one candidate's sign is allowed, all should be allowed (when it comes to public and commercial properties)

I fully agree its time for a change, and that would be great to see Kerri as mayor someday, its long over due.

Dave, I have been saying that all the time. Vote only for one person, KERRI, and she will get in. Get as many people as you can to do it and it will work. I don't care how many signs the others have up, if we can get enough people to vote for just "KERRI" she will be back. Talk to your friends and others and request they do this.

First off, welcome to the forum and thank you for posting a little about yourself.

Here are some of my questions about some of the issues.

1. I agree with you on the south of 50 issue. I'd like to know why the push forward right now.
Is there some sort of time limit that is running out that this has to go forward now? Is it really that disastrous if the city waits for the economy to recover before pushing forward? Will Sacramento County really swoop in right now and take over if we don't?

2. As far as utility rate increases, what is causing the rates to go up? Is it improvements to systems that are required by state or federal government? The recent sewer rate increase, I believe, was done by the county so that isn't really a city issue. Back to the development south of 50, Measure W only addressed the current residents not having to pay to secure water for the area, but I don't believe it addressed how the annexation would affect our sewer and garbage rates.

3. I love our trails, too. I actually think the city has done a good job of promoting them. Maybe a more uniform set of signs that are color coded or something would help. I'd like to see the money for this raised by various bike groups or running groups so as not to impact our city's budget.

4. I have mixed feelings about the Walmart expansion. I just have a feeling we are going to end up with a lot of empty space either way. Walmart does have a history of picking up and moving to greener pastures, and I wonder if that is what will happen once building south of 50 happens. Then we'll end up with two big empty spaces, Walmart & Raley's.

Just a few thoughts after the posts, Camay and Old Soldier: I realize and respect that you are strong advocates of Howell, and I also realize that you think these "other candidates" such as myself only dilute and ensure incumbents get reelected. I would present you with this opportunity/suggestion: Vote for Howell and then vote for another Non Incumbent such as myself so that you could have a better chance at getting two of the three out of office. I know that I do not have the same views as Miklos and Morin, and that I am not in any developers "pocket".

Also Old Soldier you had a great comment about "the campaign comes down to name recognition based on who can afford the most yard signs." I think it is a shame that it comes down to this! I will not be spending money in order to ensure or help me be elected to city council, instead I plan to make a lot of visits to peoples doors, retirement communities, and by word of mouth. I would however have to disagree with your statement about voting Howell mayor just to "piss off" the current people in office, this is not how things should be done, instead it should be based on qualifications and if a person wants this position.

I would also like to thank ducky for your questions/comments, it's great to hear others opinions and helps to make solutions. To answer some of your questions,
1. There is no time limit and I do not believe that even if Rancho Cordova or Sacramento wanted the area that they could now do this, being that they would have to file for it and at this time they do not seem interested.

2. The rate increase I heard was voted in by city council and is suppose to possibly increase again; however I could be wrong, if it is because they are making improvements than that is a just cause; however, will the price ever be decreased to what it was when these improvements are finished (I don't believe this would ever happen).

3. Signs or color coordination are great ideas, getting lost or finding someone to ask can be a hassle sometimes.
