Folsom Bans Alcohol in Parks

I can't believe nobody's talking about this...
Alcohol is about to be banned from city parks - it is almost a done deal. This means no alcohol at Concerts at the Park, neighborhood block parties, birthday parties in public places, nothing.

How lame! I understand the curbing the drunken transients and all that but it hurts the good outstanding residents who want to have a good time and obey the laws.

Now if you want to throw a party with wine and beer. Have it at home or rent a hall or something geez sad.gif

The "or something" was only briefly mentioned in the article. Residents can request a permit for consumption of alcohol in certain public places. I'd be interested in reading the details of the permit request. It may be a very good compromise, which would allow responsible citizens like john and rlveloria to serve adult beverages to their guests in public, while fining the public drunkards.

The problem with imposing fines on drunken transients is that they probably don't have the money to pay the fine. But at least the law would be on the books, sending the message that Folsom intends to keep its streets clean. I'm all for this new ordinance.

I also understand the intent to keep the transient public drunkeness in check having complained about that in the past myself, but I thought there were already laws on the books for that sort of thing. I think the city is under pressure from groups to get this law on the books as are other communities that don't have this sort of a law.

I guess we'll be seeing a lot more opaque giant Jamba Juice mugs at Picnic in the Park (if it ever resumes) and 4th of July parties where residents forgot to get a permit.

I'm in...we can pick up some "40's" at the Circle K by the old High School and carry them around in brown paper bags. While we're there, I think I might pick up some of that porn they have there as well! Then I could hang out in public places drinkin' booze and reading smut! rofl.gif

If the "or something" is in place then that I can totally agree with. (if not I'm with CV biggrin.gif ) Actually I would have no problem with ordinance. And it would make the parks resident friendly, IF only Folsom residents are the only ones that can get the permits.

I agree with his one as well, how to you solve a problem if problem has no means to solve it (place to live, work, or money to pay fines). Again ordinance is targeting a minority and affecting a majority. So I'm for ordinance if the "or something" is in play, if not then I'm against it.

Although I enjoy beer and wine drinking, I do support this ban. UNLESS we have law enforcers doing something about unruly alcohol drinkers who ruin it all.

Hmm...If they can't enforce the existing laws regarding being drunk in public, how are they going to enforce a blanket ban on alcohol at the parks? The people who get sloshed at the parks are already breaking the law, right? Why would this new ordinance suddenly "straighten them out"?

I agree. New law won't straighten out those who are already violating existing law. This just gives the p.d. more leverage to crack down on revelers of all kinds, without being accused of picking on just the homeless, or just young people. It's easier to get a conviction for possession than for bad behavior. And the law will cause many of the responsible drinkers to stop doing it in public...thereby diminishing the chances of any group getting out of hand. This law is just another sign of Folsom getting to be a large metropolis. I don't care for it, but it's probably inevitable.

As for the permits, haven't read the proposal, but I fear that the ordinary citizens won't be getting them for the block parties, or July 4th fireworks viewing. These will be reserved for "official" type groups or functions who will put up proof of insurance, assume liability, etc.

Any city council or city staff members out there who can explain?

Seriously though, this is lame. Not that I drink at parks all the time, but having to get a permit to drink some beer while BBQ-ing is weak.

Maybe I'm missing it, but is there really a significant problem with this in the first place? I regularly go to the "picnic in the park" in the summertime, I go to the park with my family on a regular basis, etc., and I've never noticed any problem with drunk people. Maybe I'm oblivious, but I just haven't seen it.
