We recently bought a house off of vierra cir in the California hills community at Folsom heights. We wanted to make some interior modifications. Is there a Home Owners Association for this community, with whom we can make some enquires regarding the possibility of these modifications?

If there is an HOA, they should not care about interior. But call the City planning department, they will walk you through what needs to be done.

California Hills has CC&R's but no HOA.

There was an developer-maintained architectural review community during development, but the CC&R's specify that the ARC would be discontinued upon sale of the last lot unless the home owners elected to continue it on their own -- which nobody did.

So, it's always a good idea to chat with your neighbors -- since they can file civil suit for CC&R violations -- but I don't recall anything in the CC&R's that would restrict most interior changes -- other than things like window coverings.
