Check with Folsom Department of Code Enforcement at 916 355 7229 to see if there's anything they can do.
According to everything I've ever heard or read, without an HOA (and sometimes even with) CCR's cannot be enforced without a court order.
Do check with an attorney to be sure.

I would contact the city. Many years ago several Briggs Ranch residents changed their landscaping which affected their drainage and added to serious flooding during a 100 year rain event (early 2000s?). I believe the city may want to assess your situation, not to enforce your CC&Rs, but to address potential drainage hazards.

I'd strongly advise checking with the planning department. I made an appointment a few years ago to check on property line placement in my community (also appeared to be zero-lot line) but was told (and shown maps to back it up) that Folsom has never approved a zero-lot line development. In my case, half of my side yard is technically on my neighbor's property even though s/he has no access to it. Likewise, my property extends to the other side of my house where I have no access. The same is likely true in your case.
