Construction On Bidwell And Comstock

The traffic, dust, disruption of services (water), and late night heavy equipment noise. I hope the new water and sewer lines are worth the hassle. This has been a real pain.

This goes back to Mrs. Trejo on Comstock who hasn't been hooked up to city sewer. She was supposed to have her home hooked up when Beezer built Cobble Hills development (Lembi Diggins Oxburough, etc.). Somehow that little detail fell through the cracks. Those homes were built 6 years ago, so Mrs. Trejo has still been waiting all this time. I think the City finally found the money (may have gotten some from Beezer after the mixup) and is now increasing the sewer line down Bidwell and making sure Comstock is joined all the way to Mrs. Trejo's home.

So, yes, this woman has been very patient, so it will be well worth it for a 50+year member of our community.

We're wondering though if when it's done Bidwell will be repaved or the lumps, bumps and ruts will be left as they are right now. I have mixed feelings about that. If it's left the way it is, it may discourage speeding down Bidwell, but it also makes for an unslightly neighborhood street.

Mrs. Trejo as well as three other residents on Comstock have not been hooked up to city sewer. All have or had septic tanks. The little detail that fell through the cracks is Beezer damaged Mrs. Trejo's septic lines while building their new homes. Litigation and 6 years later, Mrs. Trejo was finally hooked up to sewer last year. The city did nothing until the lawsuit was resolved. You are correct, she has been patient, much more patient than I would have been.

The dust, noise, and disruption continues.

Yes, not the most sightly speedbumps.

I think a stop sign on every intersection on Bidwell would suffice for discouraging traffic. Repave it nicely and let the law sort that out!

There is no direct connection between the Trejo problem and the Bidwell sewer improvements currently under construction


EXCEPT that the city should have taken care of the inadequate sewers years BEFORE allowing all the construction.


The city was placed under a new special, Federal sanitary sewer permit (NPDES) several years ago. Folsom was the only city in California to be forced into this situation, but the Regional Water Quality Control Board was forced to take this step after Folsom's continued raw sewage leaks, spills, raw-sewage-pits in Lew Howard Park, $700,000 fine, et cetera.


Comstock was a terrible example of public works projects ignored, delayed, covered-up.

The Trejo problem stemmed from her signing an easement for Beazer Homes, which they abused. That sewer connection was made over 3 years ago. It could have been done sooner without the lawyer, in my opinion.

BTW, prior to Beazer developing that area, it was intended for apartments, and it was a Condition of Approval that the entire neighborhood would be brought onto a city sanitary sewer line at the same time as the development. The city had the ability to impose this same condition upon Beazer. It did not. (Maybe why the Water Board had to closely regulate the city with the Permit.)

A major purpose of government is to ensure that Public Infrastructure is built and maintained. Look at the neglect of the levies/flood walls in New Orleans. While infrastructure is expensive, it is necessary to the health, safety and welfare of citizens. Aren't we all glad there are a few watchdogs who keep an eye on governments.

Comstock is a nice little street. Some people have really large gardens. I walked down Comstock the other day for the first time while my car was being serviced at Big O Tire. But Bidwell St. has been a mess for months it seems.
