No one has come to my door but my wife said she saw a sign showing where the luminary sand is so i expect to hear from a block captain soon.

do you know who to call...?
If you know who your block captain was last year, I would start with them, elsewise, wait a few days and you will likely hear from someone. I'm not worried. If I don't have my bags and candles by Sunday, the 21st, then I will start searching for a block captain.

It's the term they use for the people who have volunteered to distribute luminary materials and collect the $5 from their neighbors.
Get real

No, but if you hand them a bag with 7 or so white lunch sacks and a corresponding number of candles, a piece of paper with directions, no hat, no clipboard, you just might get the $5. (actual bag & candle count are determined by linear foot measurement of the sidewalk along your property line)

"I'm just here to collect the money and note your name and address, my counterpart Bill will be by with your bag and candles later today"

Are you on the end of it somewhere? Most places within the participating neighborhood where a scrooge lives, the block captain will still set out the luminary bags & candles at that house anyway. If you are right at the end of a street or someplace, you may want to talk to a neighbor to find out who the local block captain is to see if you can be included.

Hey Neighbor,
I'm the block captain. We are the last street on the luminaries so the main organizers have not really wanted to expand, but if we ask real nice they may be willing. I'm sure I can get the stuff for you to join in this year. We need to measure your sidewalk, all the houses leading up to you are 9 candle houses so you are probably the same.
