Any documents produced by the City and distributed to the Planning Commission regarding any item on this agenda will be made available at the Community Development Counter at City Hall located at 50 Natoma Street, Folsom, California and at the table to the left as you enter the Council Chambers. The meeting is available to view via webcast on the City’s website the day after the meeting.
PLEDGE OF ALLEGIANCE
CITIZEN COMMUNICATION: The Planning Commission welcomes and encourages participation in City Planning Commission meetings, and will allow up to five minutes for expression on a non-agenda item. Matters under the jurisdiction of the Commission, and not on the posted agenda, may be addressed by the general public; however, California law prohibits the Commission from taking action on any matter which is not on the posted agenda unless it is determined to be an emergency by the Commission.
MINUTES: The minutes of the February 17, 2010 stand approved unless there are changes.
NEW BUSINESS:
1. PN02-569, Review Following Appeal of the Larkspur Landing Hotel Expansion (Lot Y) Planned Development Permit Continued from the February 17, 2010 Planning Commission meeting. A Public Hearing to review modifications to the Larkspur Landing Hotel Expansion Planned Development Permit application. On June 28, 2005, the City Council held a Public Hearing to consider the appeal of the Planning Commission recommended approval of the Planned Development Permit application in conjunction with a proposed Landmark Tree application. The City Council identified 24 trees as Landmark Trees, directed staff to work with the application to try to preserve 19 additional oak trees, and remanded the project back to the Planning Commission for further design review with the City Council retaining jurisdiction over the appeal. The developer, Alleghany Properties, proposes a freestanding, four-story, 65,538 square foot hotel with 109 guest rooms on Lot Y, west of the existing Larkspur Landing Hotel at 203 Iron Point Road. The 2.9-acre site is zoned General Commercial Planned Development and designated Regional Commercial in the General Plan (Project Planner:

The next Planning Commission meeting is scheduled for April 7, 2010. Additional non-public hearing items may be added to the agenda; any such additions will be posted on the bulletin board in the foyer at City Hall at least 72 hours prior to the meeting. Persons having questions on any of these items can visit the Community Development Department during normal business hours (8:00 a.m. to 5:00 p.m.) at City Hall, 2nd Floor, 50 Natoma Street, Folsom, California, prior to the meeting. NOTICE REGARDING CHALLENGES TO DECISIONS
The appeal period for Planning Commission Action: Pursuant to all applicable laws and regulations, including without limitation, California Government Code, Section 65009 and/or California Public Resources Code, Section 21177, if you wish to challenge in court any of the above decisions (regarding planning, zoning, and/or environmental decisions), you may be limited to raising only those issues you or someone else raised at the public hearing(s) described in this notice/agenda, or in written correspondence delivered to the City at, or prior to, this public hearing. Any appeal of a Planning Commission action must be filed, in writing with the City Clerk’s Office no later than ten (10) days from the date of the action pursuant to Resolution No. 8081.

A VETERAN
Whether active duty, retired, national guard or reserve - is someone who, at one point in their life, wrote a blank check made payable to "The United States of America" for an amount "up to and including their life".
That is HONOR, and there are way too many people in this country who no longer understand it.

Hotel project gets green light
Opponents argue building will destroy historic site

Folsom planning commissioners approved a hotel expansion they signed off on in 2005 and set the stage for a confrontation with local preservationists.
With one member absent, the planning commission voted March 17 to forward a planned development permit for a freestanding, four-story hotel to the city council, which has the final say on the Larkspur Hotel project after its initial approval was successfully appealed in 2005.
The 4-2 decision made for a happy St. Patrick’s Day for developer Allegheny Properties, but not so for those who complained the hotel would destroy landmark oak trees and cut off access to a sluice-digging site once mined by Chinese immigrants.
Bob Holderness, the attorney representing Allegheny Properties, said his client was “very delighted” at the outcome. Holderness is also a former mayor and city council member.
“We think that they did a good job and made good recommendations and were very deliberative in their evaluation of our project, and we’re looking forward to go before the city council,” Holderness added. “I think the city council will give us their seal of approval. We’ve got the proper general plan land use designation, the proper zoning, the development agreement, the project itself.”
